Installer: Resolved the installer setup problem, enabling successful installation from GitHub, winget, and Microsoft Store by fixing the “Failed to load SilentFilesInUseBAFunction.dll (0x8007007e)” bootstrapper error.

Fixes/Enhancements
Added new config file parameter CHECKSPDSMBIOS to enable checking of SPD data consistency with SMBIOS data (eg. serial number). If the data is inconsistent, an error message is displayed and the test is aborted. This may be useful for detecting bugs in the BIOS when populating SMBIOS memory device entries.
